traditioneööe systemparteien haben viele ihrer verbote schon längst in gesetze gefasst und brauchen nur gelegendlich grosse neue regelungen
neue parteien (oder neu an die macht kommende parteien) möchten natürlich ihre vorstellungen umsetzen und müssen deshalb mehr änderungen vornehmen als traditionelle regierungsparteien
ausserdem ist das vorwerfen von verboten und regelungen die manche stört eine traditionelle wahlkampfmasche der regierungsparteien (egal ob die vorwürfe stimmen oder eher auch nicht...man brauche sich nur die "schwarzbücher" diverser övp-wahlkämpfe der letzten jahre anschauen)
